To change a wallpaper, right click on desktop and choose Folder View Settings.

Or alternatively use shortcut ALT-S to open Desktop Settings.

You can choose one of the Netrunner wallpapers, get one from your disk or use Get New Wallpapers button and discover a great wallpapers collection.
